EASA Folds New Simulator Rules and Task-to-Tool Provisions Into Its October Aircrew Rulebook

Source: EASA· 16 Oct 2026
EASA published a new revision of its Easy Access Rules for Aircrew on 16 October 2026. The consolidated text now reflects three instruments. Commission Implementing Regulation (EU) 2026/781 amends the requirements for flight simulation training devices and how they are used in pilot training, testing and checking. EASA Executive Director Decision 2026/006/R covers the qualification of FSTDs that have an FSTD capability signature (FCS), and the use of devices with an FCS or an assigned FCS in a task-to-tool approach to type rating training for aeroplanes and helicopters. A third item, ED Decision 2025/022/R, adds flight crew licensing rules for gyroplanes plus rules for non-commercial gyroplane operations under VFR by day and night. The revision is offered as a PDF, as an enhanced online version with permalinks for every rule article and better search and filters, and as machine-readable XML that organisations can sync with their own applications and databases. EASA invites feedback on the Easy Access Rules through its contact form. The update gives training organisations a single consolidated reference for the simulator-related changes now in the rulebook.

EASA has issued an October 2026 revision of its consolidated Aircrew rules, incorporating amended requirements for flight simulation training devices and new material on devices carrying a capability signature. A gyroplane licensing decision is also included.

Training Chiefs Agree the Real Bottleneck Is Instructors, and Grading Habits Are Part of the Problem
Ten roundtables at a Heads of Training meeting in Bangkok kept naming instructors, not simulators or candidates, as the biggest pipeline risk. Participants said standardisation efforts focus on grading while neglecting instructional skill, and described fixes to the middle-grade habit.
